Director of the Import/Export and Plant Quarantine Service, Project Manager | Lebanon Ministry of Agriculture | April 2014 to present In my current position, I formulate and review plant quarantine policies; control and manage the inspection and issuance of plant permits; manage and monitor the enforcement of crop legislation at all Lebanese plant quarantine stations and ensure compliance with International Plant Protection Convention (IPPC) International Standards for Phytosanitary Measures (ISPMs). I represent Lebanon in sanitary and phytosanitary (SPS) trade negotiations with international counterparts. I additionally manage and coordinate the department staff at the central and border inspection centers; provide training, advice and guidance for Lebanon’s plant quarantine inspectors; conduct training for farmers and traders on phytosanitary matters including best farm practices as well as import/export procedures and requirements. I lead and manage Lebanon’s surveillance program for the early detection of pests of plant quarantine importance, inspect and audit certified treatment operators to insure compliance with ISPM 15 for wood packaging material; and carry out pest risk analysis for national early warning purposes. I also manage a Lebanese-Italian joint project to include coordinating the development of a platform for electronic phytosanitary certification and raise public awareness on the distribution of perishable products.
