Call for Experts for the CPM FG on Plant Health in the context of One Health

The International Plant Protection Convention (IPPC) Secretariat is soliciting nominations for qualified experts to join the:

The deadline for this call for experts has been extended in view of pending nomination submissions from Asia and Pacific, Latin America, and Near East and North Africa regions.

The Commission on Phytosanitary Measures (CPM) and the Strategic Planning Group (SPG) have had ongoing discussions about the One Health concept over the last few years. These have largely been exploratory discussions aimed at elaborating the role that the IPPC community and plant health can play in One Health. The CPM-18 (2024) established a CPM Focus Group on Plant Health in the Context of One Health and approved the focus group's terms of reference.

1. Scope and purpose

The main objective of the focus group is to conduct a preliminary study aiming at understanding and listing the One Health topics where either plant health could contribute to One Health or in the other way around where One Health could impact plant health. In the course of its analysis, the focus group will also draw up an action plan for communication and advocacy, including steps for ensuring and enhancing the IPPC community’s participation and voice in the FAO One Health Committee structure and activity.

Meetings of the focus group will convene virtually but there may be one in-person meeting, if necessary. Attendance of meetings by focus group members is mandatory. The meetings will be held in English. The timing of virtual meetings can rotate and sometimes meetings will be held at unusual times, so the participants are expected to be flexible. Participants should also have a good internet connection and access to virtual meetings devices. The focus group will initiate work by mid-2024 by first performing the preliminary study, and remain active until CPM-20 (2026)

2. Specific expertise required

The membership of the focus group will be both skills and knowledge based with broad geographical and gender representation.

The focus group will be composed of up to 11 members, with knowledge of the following: a broad knowledge of plant health and some knowledge of the other pillars of One Health. Members should be able to look and engage beyond their own field.

The IPPC Secretariat will review the nominations and the selected nominees will be endorsed by the CPM Bureau based on the information provided in the nomination. The selected expert will be contacted by the IPPC Secretariat.

3. Instructions for making nominations

Nominations will be accepted from contracting parties, national or regional plant protection organizations (NPPOs or RPPOs).

A nomination should only be made if the nominee has agreed to his/her nomination and can allocate appropriate time to the task as outlined in the Statement of Commitment.

Each nomination must be accompanied by the following documentation, available on this webpage:

  1. Completed Nominee details and summary of expertise form – all sections of this form should be completed. A clear description of the nominee’s expertise is required. The form should be saved in MS Word and named as follows: COUNTRY_SURNAME_Firstname_WG Nominee.

  2. The Completed and signed Statement of Commitment – this should be read carefully by each nominee and discussed between the nominee and their supervisor/manager and their IPPC Official Contact Point (OCP), for NPPOs and RPPOs. The form must be signed by the nominee, their supervisor or manager, and submitted by a senior person in authority from the organization that employs the nominee (e.g., their OCP). The file should be named as follows: COUNTRY_SURNAME_Firstname_Commitment.

  3. The nominee’s Curriculum Vitae (CV) – electronic copy of the nominee’s CV with the file named as follows: COUNTRY_SURNAME_First name_CV. MS Word version of the document is preferred.

  4. Submission instructions

Nominations can be submitted both online or via e-mail.

The name of the nominating country or RPPO and the words “Call for Experts for CPM Focus Group on One Health” should be placed in the subject line of the email message.
