The global project on Strengthening the Capacity of Developing Contracting Parties (CPs) is implemented by the International Plant Protection Convention (IPPC) Secretariat under the Framework of the FAO-China South-South Cooperation (SSC) Programme. The IPPC-China Project's overall objective is to strengthen the capacity of developing countries to implement the IPPC, its International Standards for Phytosanitary Measures (ISPMs) and CPM recommendations.
The project was initially prepared in 2016 and officially confirmed and launched in 2017. The project has now been extended until December 2023.

- Setting up pilot sites for demonstrating new Chinese plant health technologies and products
The IPPC Secretariat, together with China's national plant protection organization (NPPO), set up two pilot sites to demonstrate new plant health technologies and products in two developing countries participating in the "One Belt and One Road" initiative. The pilot demonstration aims at transferring plant health related knowledge, techniques and products from China to the host country.
- IPPC Pilot Project in Sri Lanka
Sri Lanka was selected as one of the two pilot countries for the IPPC-China project.
- A Memorandum of Understanding (MoU) was officially signed between the Department of Agriculture of Sri Lanka and FAO on behalf of the IPPC Secretariat. The work plan for 2019-2021 was developed by the International Steering Committee of the IPPC-China Project and includes the following activities:
- conducting an IPPC Phytosanitary Capacity Evaluation (PCE) to guide the NPPO in developing a national phytosanitary capacity strategy; and revising Sri Lanka's phytosanitary legislation;
- delivering training courses on phytosanitary technologies related to heat and irradiation treatments; and
- organizing field demonstrations in pilot sites of Chinese plant health technologies to control fruit flies.

Cambodia was selected as one of the two pilot countries for the IPPC-China project.

- conducting IPPC Phytosanitary Capacity Evaluation (PCE) with Cambodian NPPO;
- delivering training courses on phytosanitary measures and IPM technologies to tackle Banana Fusarium Wilt TR1 and TR4;
- organizing field demonstrations in pilot sites of Chinese plant health technologies to to combat Banana Fusarium Wilt TR1 and TR4

- Human resources were provided and professional staff was supported from FAO headquarters. Regional offices, Country offices and experts from several countries One professional staff from the IPPC Secretariat is partially supported to work on the project as Lead Technical Officer (LTO) and two professional staff from China were supproted to work on the project as consultants in the IPPC Secretariat as of June 2020.
- Two Annual Project Steering Group meetings were held during CPM-13 (2018) and CPM-14 (2019) to summarize progresses, analyze gaps for implementation and seek further cooperation among the donor and FAO related departments.
- Participation and contribution to the high-level event entitled “Inspiration, Inclusion, and Innovation: The Tenth Anniversary of the FAO-China South-South Cooperation Programme and Future Perspectives for South-South and Triangular Cooperation” which was held in Kampala, Uganda from 25-27 November 2019, launched by the Office of South-South and Triangular Cooperation (OSS) of FAO. During this event the project was presented and discussed as an innovation and efficient way to promote international south-south cooperation.
- Contribution to the Global Action Plan for Fall Armyworm Control aimed at preventing and controlling the global spread and damage caused by Fall Armyworm (Spodoptera frugiperda). This three-year initiative was coordinated by the FAO Agriculture and Consumer Protection Department and the International Plant Protection Convention, and officially inaugurated by the FAO Director General Qu Dongyu in December 2019.
- Contribution to he Global action for Fall Armyworm Control in Geo-zone of Northeast Asia. The first Geo-zone virtual meeting was organized among demonstration country and 3 pilot countries on 31 March,2021. The second Geo-zone virtual meeting will be organized on 24 September ,2021. Regional IPM package on FAW and one regional technical FAW training are well prepared for the geo-zone of Asia.
- A joint FAW training between Northeast Asia and South Asia is planned to be organized on 18 October,2021.
Raise awareness of the IPPC at the global, regional and national levels
The IPPC-China Project supports IPPC communication and advocacy activities, in particular for the "International Year of Plant Health" for 2020 (IYPH 2020). These activities include four IYPH events, the translation of four key documents, and updating the IPPC website in Chinese which are detailed below:
- The IPPC Secretariat coordinated the communication activities leading to the proclamation of the International Year of Plant Health in 2020 by developing one video and one factsheet on IYPH, both presented at the reception co-hosted at FAO HQs by the IPPC Secretariat and the Finnish Permanent Representation to FAO in 2017. It also revised the IYPH communications plan and launched a survey for NPPOs and RPPOs to provide feedback on the IYPH programme development.
- A meeting of the IYPH steering committee was organized in April 2018. One IYPH technical advisory board meeting was supported on 14-15 February 2019.
- Nine IPPC factsheets (IPPC generic presentation, Plant Health and Food Security, Plant Health and Trade Facilitation, Plant Health and Environmental Protection, Plant Health and Capacity Development,the Global ePhyto Hub, the Generic ePhyto National System (GeNS), the ePhyto Pilot, Security of ePhytos) as well as the documents “IYPH get started”, “IYPH brief”, IYPH Brochure, IYPH communication guide, IYPH activity book, IYPH YouTube list and three videos on Plant health were translated into Chinese. One book named "Fruit and Vegetables Opportunities and Challenges for Small-scale sustainable Farming” will be translated accompanying the IPPC Virtual Technical Workshops on Phytosanitary Measures for Developing Contracting Parties.
- The IPPC website and the IYPH website have been translated into Chinese.
