IPPC makes steady progress in building the capacity of contracting parties

Rome, 29 March 2023. The International Plant Protection Convention (IPPC) Secretariat made a significant headway in supporting countries to implement the Convention and standards. The secretariat presented its key achievements in 2022 at the seventeenth session of the Commission on Phytosanitary Measures (CPM-17). Among the key progress noted at CPM-17 are two recently published IPPC guide on emergency preparedness and guidelines on the prevention, preparedness and response on Fusarium Tropical Race 4 (TR4). The CPM also noted the ongoing projects and topics in implementation, receiving a lot of interest from contracting parties during the session.

In 2022, the IPPC Implementation and Capacity Development Committee, tasked to provide oversight on relevant activities, reviewed the status of eight projects and four draft specifications for IPPC guides and training materials. The committee also reviewed the list and prioritization of topics on implementation and capacity development under the IPPC work programme. The proposed modifications were noted at CPM-17. With support from global experts, the secretariat produced four new e-learning courses on pest risk analysis, pest reporting, inspection and export certification.

Five in-depth studies and guidelines were published in 2022 and early 2023, through the IPPC Observatory, a system established to monitor the level of implementation of the Convention. These studies provide insights and learnings on successes and challenges of pest free areas, as well as good practices for monitoring and evaluation of national phytosanitary systems, among others.

CPM-17 also noted the contributed phytosanitary resources provided to the IPPC. Technical resources in the form of manuals, handbooks and action plans developed by national and regional plant protection organizations (NPPOs, RPPOs) and other entities for their own use, help foster cooperation, information sharing and further capacity enhancement of NPPOs.

The CPM thanked the committee and noted that its contribution has been instrumental in making significant progress on IPPC’s mission, made possible through the support and guidance of the committee sub-groups and teams.
