CPM-13 delegates deepen their knowledge on resource mobilization for plant health

The IPPC Secretariat organized a CPM side session on Resource mobilization for Plant Health on Wednesday 18 April.

Ms Sarah Brunel, Implementation Facilitation Officer chaired the session and recalled that having the appropriate financial resources for NPPOs to implement the IPPC and its standards sustainably and effectively is an long-lasting challenge. NPPOs often struggle for support and the financial resources to conduct their activities and may not be fully aware of all resource mobilization possibilities.

The IPPC developed a Guide for Resource Mobilization to help contracting parties identifying and accessing sources of funding and assistance to support their national phytosanitary activities. This guide is freely available at https://www.ippc.int/en/irss/activities/29/. The important steps for resource mobilization detailed in the guide were synthetized by Mr Orlando Sosa, Programme Specialist.

Ms Nadine Valat, Team Leader for the FAO Resource Mobilization Division, shared tips and best practices regarding resource mobilization and presented the different categories of partners and how to approach them.

Mr Sameer Karki, Technical Officer, FAO GEF Unit provide an overview of emerging programming directions for the 7th cycle of the Global Environment Facility (GEF7) and opportunities for contracting parties to apply for GEF financing.

Finally, Mr Louis Muhigirwa, FAO Deputy Representative for Madagascar, Comoros, Mauritius and Seychelles highlighted the role of FAO in implementing a Phytosanitary Capacity Evaluation in Madagascar, and ongoing work with the Malagasy government to continue advocacy and technical assistance for the implementation of joint strategies. He emphasized that the inclusion of SPS issues in the country programming framework (CPP) is essential for further financing these activities.
