CALL FOR EXPERTS – CPM Focus Group on Climate Change and Phytosanitary Issues

The International Plant Protection Convention (IPPC) Secretariat is soliciting nominations for appropriately qualified experts to take part in:

Nominations are due 30 April 2021. NOTE: deadline updated to3 June 2021!

Experts should be available to attend Focus Group meetings, planned to be held virtually every three months or as needed and tentatively scheduled from July 2021 until April 2025. The timing of virtual meetings will rotate and sometimes meetings will be held at unusual times, so participants are expected to be flexible. Participants should also have a good internet connection and access to virtual meetings devices. The meeting will be held in English.

1. Instructions for making nominations

Nominations will be accepted from contracting parties, national or regional plant protection organizations (NPPOs or RPPOs) and international entities.

A nomination should only be made if the nominee has agreed to his/her nomination and can allocate appropriate time to the task as outlined in the Statement of Commitment.

Each nomination must be accompanied by the following documentation, available on this webpage:

  1. Completed Nominee details and summary of expertise form - All sections should be completed, including contact details, education and professional training. A clear description of the nominee’s expertise is required. MS Word version of the document is preferred. The file should be named as follows: COUNTRY_SURNAME_Firstname_Summary.

  2. Completed and signed Statement of Commitment - this should be read carefully by each nominee and discussed between the nominee and their employer. The form should then be signed by the nominee and a senior person in authority from the organization that employs the nominee and submitted with the nomination (as a file such as PDF). The file should be named as follows: COUNTRY_SURNAME_Firstname_commitment.

  3. The nominee’s Curriculum Vitae (CV) – electronic copy of the nominee’s CV (only as a word processing file such as MS Word) with the file named as follows: COUNTRY_SURNAME_Firstname_CV. MS Word version of the document is preferred.

Submissions should be sent to the IPPC Secretariat by e-mail [email protected] with copy to Ms. Viivi KUVAJA ([email protected]) no later than 17 May 2021. The name of the nominating country or RPPO and the words “Call for Experts for CPM Focus Group on Climate Change and Phytosanitary Issues” should be placed in the subject line of the email message.

2. Specific expertise required

The nominations will be reviewed considering the composition and criteria specified in the Terms of Reference for the Focus Group. The IPPC Secretariat will review the nominations, which will be endorsed by the CPM Bureau based on the information provided in the nomination. Selected experts will be contacted by the IPPC Secretariat.

In terms of composition, the focus group is skills and knowledge based and should be composed of up to twelve members (noting that experts may represent more than one role) as follows:

  1. IPPC contracting parties and regional plant protection organizations to nominate their representatives to be part of the focus group. Each region shall nominate two experts from different disciplines to fit some of the skill sets described below.
  2. The IPPC Secretariat Management Team will review the nominations for Focus Group members assuring gender and geographical balance and submit them to CPM Bureau for selection.
  3. The CPM-Bureau shall select one nominee from each FAO region as the regional representative in the focus group, aiming to cover as many scientific disciplines as possible.
  4. The CPM-Bureau will select three “expert members” for the focus group from the remaining pool of seven nominees in order to cover scientific disciplines not or poorly covered by the seven regional representatives.
