Purpose of the guide
The Guide, Implementation of risk-based inspection for imported consignments (2018-022) will assist national plant protection organizations (NPPOs and other authorized agencies conducting inspection of imported consignments) in understanding and applying best practices for risk management associated with using inspection as a phytosanitary measure for imported consignments.

This Guide will be developed with the financial support of the Republic of Korea.
Instructions for making nominations
Nominations will be accepted from contracting parties, national or regional plant protection organizations (NPPOs or RPPOs) and relevant international organizations. A nomination should only be made if the nominee has agreed to his/her nomination and can allocate appropriate time to the task. A Statement of Commitment signed by the nominee’s employer is required to confirm this commitment.
All nominees must attend all virtual meetings as well as the face-to-face meeting, which is tentatively scheduled for 22-26 May 2023 in Rome, Italy.
Each nomination must be accompanied by the following documentation, available on this webpage:
Nominee details form All sections should be completed, including contact details, education and professional training. A clear description of the nominee’s expertise is required. MS Word version of the document is preferred. The file should be named as follows: COUNTRY_SURNAME_Firstname_Summary.
Completed and signed Statement of Commitment - this should be read carefully by each nominee and discussed between the nominee and their employer. The form should then be signed by the nominee and a senior person in authority from the organization that employs the nominee and submitted with the nomination (as a file such as PDF). The file should be named as follows: COUNTRY_SURNAME_Firstname_commitment.
The nominee’s Curriculum Vitae (CV) – electronic copy of the nominee’s CV (only as a word processing file such as MS Word) with the file named as follows: COUNTRY_SURNAME_Firstname_CV. MS Word version of the document is preferred.
All the submissions should be sent to the IPPC Secretariat by e-mail ([email protected]) with a copy to [email protected] no later than 17 February 2023. Please include “Risk-based Inspection Guide” in the subject line.
Working in a hybrid mode to develop the guide
This guide will be developed using a combination of virtual meetings and one face-to-face meeting. Experts must have access to stable internet and be available to meet virtually. Experts must also be available to travel to the face-to-face meeting, tentatively planned for 22-26 May, 2023 in Rome.
The first virtual meeting of the WG is tentatively planned for March. Additional virtual meetings will be organized as needed. The start time of the meetings will be selected to minimize the impact on participants and may be rotated so the same people are not inconvenienced every time.
Experts will be tasked with drafting chapters for the guide and reviewing and revising the chapters. Documents will be shared and reviewed electronically. The process for developing a guide, from initiation to publication, may take up to 18 months. In addition to one face-to-face meeting, experts are expected to spend an average of 1-2 days per month contributing to the development of the guide. IPPC Criteria for receiving travel assistance
The organization that employs the selected WG member is responsible for funding their travel expenses, accommodations and daily subsistence allowance. If the employer is unable to allocate sufficient funds, participants are first encouraged to seek assistance from other sources before submitting a written request for travel assistance to the IPPC Secretariat. The IPPC Secretariat supports travel, accommodation and per diem expenses according to the criteria used for prioritizing participants to receive travel assistance to attend meetings organized by the IPPC Secretariat. Specific Practical Expertise Requested:
A WG will be formed to develop this guide and should be composed of experts with relevant technical and practical expertise.
Experts will also be selected based on geographical representation from both developing and developed countries to help ensure that the material developed is globally applicable and reflects best practices from all over the world. The IPPC Secretariat and the Implementation and Capacity Development Committee support equity, diversity, and inclusiveness and encourage all interested experts to submit their candidature.
The following criteria will be used for selecting WG experts:
